I personally believe incentives drive behavior. To me the current behavior in matches says that players believe they don't have to do anything to get paid OR they don't believe they are paid enough to care.
I think changing the incentives to account for both will allow Dust to continue and perhaps even begin to thrive again.
What say you?

Sometimes incentives aren't noticeable, they are hidden within good mechanics/policies

I totally agree.
To help with the situation maybe filling squads automatically as they did in closed beta would at least tempt the scrubs to go toward the area where the green dudes are.

My idea is:
1) give ability to sell assets 2) give us the UI to build teams (only allowed in FW and PC) 3) auto fill squads and teams (in FW) 4) increase LP payouts in FW significantly
I believe these things would be the incentive needed to operate as a team. Your noobs would enjoy playing it as they would get access to better gear and they'd be mixed amongst more experienced players.
Along with this I'd make ambush and FW the only mode you could deploy solo into (no solo in FW unless there's a team currently in queue with open spots).
There is some work there that's not currently part of the deal, but you'd have vets dropping cash for LP boosters. That is important because I'm a 60+ mil SP player that will never buy another SP booster again.

I don't particularly like it either, but I don't know how else you'd correct the current problem of 80% or more players being solo.

I think you are overthinking it. If you are doing those kinds of things it usually shows up on the leaderboard. It's not always true though, being stuck in a FG suit in a lopsided match can lead to some low WP numbers.
But I'd trade sometimes not getting paid well for constant action anyday.

Some obvious stuff there.
I've seen something recently about making redline matches end faster. I'd add that none of the players in the redline should get anything. I'd like to see them banished to ambush for 24 hours as well.
Perhaps too harsh, but I believe drastic measures are necessary or Dust will be dead soon.
